RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF AGREEMENT FOR SALE AND PURCHASE OF REAL ESTATE
Description

This action authorizes a contract to purchase an approximately one acre parcel of land, including the building, from the Eastside Church of Christ, Inc. which is adjacent to Fruitville Elementary School. The purchase of this parcel will allow for an expansion of the bus loop to the east to serve the campus.



Recommendation
That the School Board of Sarasota County approve the attached Agreement for Sale and Purchase of Real Estate for the purchase of property from Eastside Church of Christ, Inc., for the sum of $350,000.

10. APPROVAL OF A SETTLEMENT AGREEMENT FOR A SIDEWALK EASEMENT AND QUIT CLAIM DEED FOR THE NOKOMIS NEIGHBORHOOD IMPROVEMENT SIDEWALK PROJECT TO SARASOTA COUNTY
Description

Sarasota County Government is undertaking a sidewalk improvement project that is associated with the Nokomis Neighborhood Improvement Sidewalk Project, CIP 83286. The project is adjacent to the Laurel Nokomis School Property. This agreement authorizes a quit claim deed for 20 feet of right-of-way for sidewalk purposes on Albee Farm Road on the western property boundary and one easement that will be located on the western boundary of the property for sidewalk maintenance and repair. These will be granted by the School Board to the County for a sum of $3000.00. Approval of this agreement will allow the County to complete the sidewalk and will not negatively affect campus operations.



Recommendation
That the School Board of Sarasota County approve the settlement agreement granting the easement and conveyance of the quit claim deed to Sarasota County as presented.

AGREEMENTS/CONTRACTS

11. APPROVAL OF COOPERATIVE INTERNSHIP AGREEMENT BETWEEN THE UNIVERSITY OF KENTUCKY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This cooperative internship agreement is made between the University of Kentucky and The School Board of Sarasota County, Florida for the purpose of educating and training undergraduate interns.

Recommendation
That the Cooperative Internship Agreement with the University of Kentucky be approved as presented.

12. APPROVAL OF THE CONTRACT BETWEEN VISCOM AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Approval of this contract for sign language interpreter services at Sarasota High School is necessary since the total amount being paid to VisCom will exceed $50,000.00 during the 2013-2014 school year.



Recommendation
That the contract between VisCom and The School Board of Sarasota County, Florida be approved.

13. APPROVAL OF AGREEMENT WITH THE UNIVERSITY OF FLORIDA BOARD OF TRUSTEES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement is made between the University of Florida Board of Trustees on behalf of its College of Education and The School Board of Sarasota County, Florida for the purpose of educating and training undergraduate interns.

Recommendation
That the Agreement with the University of Florida Board of Trustees be approved as presented.

14. APPROVAL OF FLORIDA DEPARTMENT OF LAW ENFORCEMENT TRAINING TRUST FUND DISTRIBUTION AGREEMENT BETWEEN THE CRIMINAL JUSTICE STANDARDS AND TRAINING COMMISSION AND SARASOTA COUNTY TECHNICAL INSTITUTE, CRIMINAL JUSTICE ACADEMY
Description

This agreement is for the purpose of the delivery of Criminal Justice Standards and Training Commission (CJSTC) - approved advanced and specialized training for law enforcement, corrections and correctional probation officers and defined support personnel by the SCTI Criminal Justice Academy



Recommendation
That the FDLE Training Trust Fund Distribution Agreement with the Criminal Justice Standards and Training Commission (CJSTC) be approved as presented.

15. APPROVAL OF AGREEMENTS BETWEEN SARASOTA FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, TO PROVIDE CHILD CARE SERVICES
Description
The Sarasota County YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Ashton, Fruitville, Gocio, Oak Park, Southside, and Wilkinson.

Recommendation
That the agreements with Sarasota Family YMCA to provide child care services at Ashton, Fruitville, Gocio, Oak Park, Southside, and Wilkinson be approved as presented.

Description
This affiliation agreement is made between St. Leo University and The School Board of Sarasota County, Florida for the purpose of educating and training undergraduate interns.

FIELD TRIPS

17. APPROVAL OF BAY HAVEN SCHOOL OF BASICS PLUS FIELD TRIP TO AMES, IOWA FOR ODYSSEY OF THE MIND WORLD COMPETITION
Description
Bay Haven School of Basics Plus students will participate in the Odyssey of the Mind World Competition in Ames, Iowa, May 28 - June 1, 2014.

Recommendation
That the field trip for Bay Haven School of Basics Plus to Ames, Iowa, for the Odyssey of the Mind World Competition, May 28 - June 1, 2014, be approved.

18. APPROVAL OF THE SCTI FIELD TRIP TO KANSAS CITY, MISSOURI ON JUNE 22, 2014 THROUGH JUNE 28, 2014
Description

Students will participate in the SkillsUSA National Conference and have an opportunity to showcase their skills and leadership training.



Recommendation
That the SCTI SkillsUSA field trip to Kansas City, Missouri on June 22, 2014 through June 28, 2014, be approved.

EXPULSIONS

19. APPROVAL OF STUDENT EXPULSION ABEYANCE CASE NO. 14-302
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.



Recommendation
That Expulsion Case No. 14-302 be held in abeyance per School Board Policy 5.34(4).

20. APPROVAL OF EXPULSION CASE NO. 14-133
Description
The student listed in Expulsion Case No. 14-133 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 5, 2013, the student listed in Expulsion Case No. 14-133 violated School Board Policy 5.323 Bullying, Harassment.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 5, 2015.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-133 to expel the student referenced therein from the Sarasota County Schools  be approved effective immediately for the remainder of the 2013-2014 academic year, the 2014 summer session, and the entire 2014-2015 academic year.

MATERIALS MANAGEMENT

21. APPROVAL TO AWARD BID #14-0061 FOR FUMIGATION SERVICES
Description
Bids to provide 'Fumigation Services' were received from three vendors on April 22, 2014.  The bid of Haskell Termite and Pest Control, Inc. was the best low bid meeting the advertised specifications.  The bid of Pestguard Commercial Services, Inc., was nonresponsive to the requirement of submitting a current fumigation license with their bid.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Haskell Termite and Pest Control, Inc., to provide 'Fumigation Services' in an amount not to exceed $60,000.00, be approved as presented.

CONSTRUCTION

22. APPROVAL OF UPDATE #2 TO THE 2014 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted request for annual certification by the Sarasota County Schools to provide professional construction related services for Sarasota County School Board, FL projects.  These submissions are in accordance with Sarasota County Schools Policy #7.71.  The initial list was Board approved on 1/7/2014 (Item #30).  The newly added firms are identified in the enclosure at the end of the initial listing.  Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.



Recommendation
That Update #2 to the 2014 Annual Certification of Professionals for Construction Related Services be approved as presented.

23. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total an increase of $7,636,839.28 in gross contract dollars.

Included in these change orders is ($81,417.72) credit for a Direct Material Purchase; the corresponding Direct Material Purchase Order of ($76,762.00) result a net of $4,655.72 in sales tax savings.

26. APPROVAL OF INTERLOCAL AGREEMENT BETWEEN SARASOTA COUNTY AREA TRANSIT, SARASOTA, FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement will allow Sarasota County Area Transit buses to park and fuel buses at the Toledo Blade bus compound.
